liquid. >>> president obama will hold a press conference at 5:30 eastern following the failure of senate bipartisan plan on background checks. let's bring in nbc white house toernt kristen welker. what can you tell us what the president is expected to say at 5:30? >> reporter: karen, he's going to react to the fact that the manchin/toomey compromise was just defeated in the senate. and i expect we will hear him make similar arguments for expanding background checks to the ones that we have heard him make in the past. you'll probably hear him reference the fact that according to polls, 90% of americans actually support expanding background checks. this is a defeat, obviously, for toomey and manchin and the senators who supported this legislation. but it's also a defeat for president obama. he, of course, made enacting stiffer gun laws one of his key goals in this second term in the wake of the newtown tragedy. he has been traveling across the country, pressing for this. meeting with newtown families. of course, the newtown families came here. they were here on capitol hill all of last wee

obama and mississippi senator roger wicker have initially tested positive for ricin, a deadly poison. we should point out the initial tests are sometimes inaccurate but they did create an evacuation in the senate today. i want to bring in chief white house correspondent jessica yellin at the white house and chief congressional correspondent dana bash on capitol hill. jessica, let's start with you. what is the white house telling us about this letter to president obama? i know it didn't actually arrive at the white house, but what do we know about the substance in this letter? >> jake, well, we know first of all that they are -- the fbi and the secret service are continuing to investigate and conducting further tests on this letter. they say that they had protocol set up for exactly this kind of incident and this is the exact standard incident that they, you know, protocol they set up after 9/11. the letter contained a message that was parallel to the same message that was in a letter sent to senator wicker. it said, quote, i am -- it said to see a wrong and not expose it is to become a s

,000, the obama justice department prosecuted only 44. that's 44 out of over 48,000. and at the hearing, we saw a police chief who yelled at a senator and said he didn't have time to worry about paperwork violations. i would submit, mr. president, that if a convicted felon is trying to illegally buy a gun, that's not a paperwork violation. and that is a prime area for focusing law enforcement resources to figure out why that felon wants a gun and to go and prosecute him. if a fugitive fleeing from justice tries to illegally purchase a gun, we need to have the resources to prosecute it. one of the things this bill does is creates a task force in the departments of justice devoted to prosecuting felons and fugitives who attempt to illegally purchase guns. and it provides $50 million, $10 million a year over five years, to give the additional resources to make sure that when the felons and fugitives try to illegally purchase guns, we go after them, we prosecute them, we put them away and we prevent them from acquiring those guns and using them in horrific acts of violence. a second aspect of this
